Job Description

Enforcement Lawyer — Financial Conduct Authority, Stratford

The Financial Conduct Authority (FCA) is seeking an Enforcement Lawyer to join its Enforcement and Market Oversight Division at 12 Endeavour Square, Stratford, East London. This is a high-profile regulatory role investigating and prosecuting serious misconduct in the UK financial markets.

The FCA's enforcement team takes action against firms and individuals who breach FCA rules, commit market abuse, or engage in financial crime. You will manage complex enforcement investigations from opening to decision, working closely with the FCA's intelligence, supervision, and legal teams. Cases may involve insider dealing, market manipulation, misleading statements, and serious breaches of FCA principles.

Responsibilities

  • Manage enforcement investigations into suspected breaches of FCA rules and financial crime
  • Prepare Warning Notices and Decision Notices for the Regulatory Decisions Committee (RDC)
  • Conduct compelled interviews under section 171 FSMA and voluntary witness interviews
  • Advise on the use of the FCA's statutory enforcement powers, including prohibition orders and financial penalties
  • Liaise with the CPS, SFO, NCA, and other law enforcement agencies on criminal referrals
  • Present cases to the Upper Tribunal (Tax and Chancery Chamber) on appeal

Requirements

  • Qualified Solicitor or Barrister of England and Wales with 3-6 years PQE
  • Experience in regulatory enforcement, financial crime, or white-collar investigations
  • Strong understanding of the Financial Services and Markets Act 2000, particularly Part VIII (enforcement powers)
  • Familiarity with market abuse regulation (UK MAR), FCA Decision Procedure and Penalties Manual (DEPP)
  • Experience conducting investigations, including witness interviews and documentary review
  • Excellent legal analysis, drafting, and oral advocacy skills
