Tanger Med Special Agency (TMSA), Africa's largest port authority, is seeking a Senior Legal Counsel to lead its Free Zone and Customs legal operations. Based near Tangier on the Strait of Gibraltar, Tanger Med's free trade zones — including Tanger Free Zone and Tanger Automotive City — host over 1,100 companies including Renault-Nissan, Siemens, and Lear Corporation.

About the Role

You will oversee all legal matters related to free zone operator licensing under Loi n°19-94, customs regulations, industrial site leasing, construction permits, and employment law for the Tanger Med industrial ecosystem. The role requires coordination with the Administration des Douanes et Impôts Indirects, the Direction Régionale de l'Investissement, and the Agence Urbaine de Tanger.

• Lead on all legal matters related to free zone licensing, operator agreements, and regulatory compliance
• Advise on customs classification, duty exemptions, and bonded warehouse regulations for Tanger Med tenants
• Negotiate and draft industrial site lease agreements, construction contracts, and utility supply agreements
• Coordinate with the Administration des Douanes on customs disputes and regulatory changes
• Advise on employment law matters across the Tanger Med free zone ecosystem
• Support new investment attraction by providing legal due diligence and structuring advice to prospective tenants
• Manage external counsel on litigation and arbitration matters

• Master's degree in International Trade Law, Customs Law, or Business Law
• Minimum 7 years' experience in free zone regulation, customs law, or international trade
• Deep knowledge of Loi 19-94 (zones franches d'exportation), Morocco's customs code, and EU trade agreements
• Experience with industrial site leasing and construction contracts
• Familiarity with WTO rules, free trade agreements (Morocco-EU, Morocco-USA), and rules of origin
• Fluent French and English required; Spanish and Arabic are strong advantages
