Job Description

Legal Officer – Competition Investigations

The Belgian Competition Authority (BCA), headquartered on the Rue du Progrès in Brussels, is seeking a Legal Officer to join its Investigation Service. The BCA enforces Book IV of the Belgian Code of Economic Law (CEL/WER) on competition and works closely with the European Competition Network (ECN) and DG Competition.

You will investigate suspected anti-competitive agreements, abuses of dominant position, and review merger notifications in the Belgian market. This is a unique opportunity to shape competition policy from within a national competition authority located in the EU capital.

What You Will Do

  • Investigate suspected cartels and restrictive practices under Book IV CEL/WER
  • Conduct dawn raids and on-site inspections at company premises
  • Analyze merger notifications for competition concerns under Belgian merger control thresholds
  • Draft investigation reports and decision proposals for the Competition College
  • Cooperate with ECN partner authorities and DG Competition on cross-border cases

Responsibilities

  • Conduct antitrust investigations from preliminary assessment through formal proceedings
  • Participate in dawn raids and evidence collection
  • Review and assess merger notifications
  • Draft investigation reports for the Competition College
  • Represent the BCA in proceedings before the Brussels Market Court (Marktenhof/Cour des marchés)

Requirements

  • Master in Law from a Belgian university; additional Master in Competition Law or Economics is an advantage
  • 3-5 years of experience in competition law, regulatory law, or public enforcement
  • Knowledge of Book IV CEL/WER, Articles 101/102 TFEU, and Belgian merger control procedures
  • Fluent in French or Dutch; English required; bilingual FR/NL is a strong advantage
  • Strong analytical, investigative, and legal drafting skills
  • Belgian nationality or EU citizen (public sector requirement)
