PKN Orlen is hiring a Legal Counsel focused on Energy Regulation, based at our Warsaw corporate office in the PKN Orlen tower on ul. Bielańska near Plac Bankowy. This role sits within the Regulatory Affairs legal team and focuses on the rapidly evolving Polish and EU energy regulatory landscape.

About the Role

You will advise on regulatory matters arising under Prawo energetyczne (Energy Law), including licensing, tariff proceedings before the Urząd Regulacji Energetyki (URE), and compliance with EU energy packages (Clean Energy Package, Fit for 55). The role covers gas, electricity, and heat regulatory regimes, as well as the emerging hydrogen regulatory framework.

You will support the company's engagement with the Ministerstwo Klimatu i Środowiska on legislative consultations and represent PKN Orlen's interests in regulatory proceedings before URE and, on appeal, before the Sąd Ochrony Konkurencji i Konsumentów (SOKiK).

• Advise on energy regulatory matters including licensing, tariffs, and concession compliance under Prawo energetyczne
• Prepare submissions and represent the company in URE regulatory proceedings
• Monitor and analyse legislative developments in Polish and EU energy law
• Support engagement with Ministerstwo Klimatu i Środowiska on legislative consultations
• Advise on regulatory aspects of new energy projects (renewables, hydrogen, storage)
• Handle appeals before SOKiK in energy regulatory disputes

• Qualified radca prawny or adwokat with 3-5 years of experience in energy regulation
• Strong knowledge of Prawo energetyczne and URE regulatory procedures
• Familiarity with EU energy regulatory framework (Clean Energy Package, gas directives, hydrogen strategy)
• Experience with tariff proceedings, licensing, and regulatory compliance in the energy sector
• Understanding of emissions trading (EU ETS) and renewable energy regulations
• Fluent Polish and English
