Legal Officer — Foreign Exchange Regulation — Central Bank of Sri Lanka

The Central Bank of Sri Lanka (CBSL) seeks a Legal Officer for its Foreign Exchange Department at the Central Bank Building, Fort, Colombo 1. The officer will administer and enforce the Foreign Exchange Act No. 12 of 2017, which governs all cross-border capital flows, current account transactions, and foreign currency dealings in Sri Lanka.

This role is critical to Sri Lanka's balance of payments management, foreign investment facilitation, and exchange control enforcement. You will process applications for foreign exchange permissions, investigate violations, and advise on the regulatory framework governing remittances, foreign direct investment, and external commercial borrowings.

• Administer the Foreign Exchange Act and process foreign exchange permission applications
• Investigate foreign exchange violations and prepare enforcement recommendations
• Draft regulatory directions and guidelines on foreign exchange matters
• Advise internal departments on foreign exchange implications of monetary policy decisions
• Coordinate with the BOI, Customs, and commercial banks on exchange control matters
• Monitor international capital flow developments and advise on policy adjustments

• Attorney-at-Law admitted by BASL with 3–6 years' post-admission experience
• Knowledge of the Foreign Exchange Act No. 12 of 2017 and associated regulations
• Understanding of balance of payments concepts and capital account management
• Experience with regulatory compliance, investigations, or financial sector work
• Familiarity with BOI foreign investment regulations and FIDI framework
• LL.B. from a recognised institution; economics or finance background an advantage
• Strong analytical skills and attention to detail
