Senior Legal Counsel — Central Bank of Sri Lanka

The Central Bank of Sri Lanka (CBSL) invites applications for the position of Senior Legal Counsel in its Legal and Compliance Department, based at the Central Bank Building in Fort, Colombo 1. CBSL is Sri Lanka's monetary authority, responsible for price stability, financial system regulation, and supervision of licensed banks and finance companies.

The Senior Legal Counsel will advise the Monetary Board on legal matters, draft banking regulations, and lead enforcement actions against non-compliant financial institutions. This executive-level role requires an accomplished Attorney-at-Law with deep expertise in financial regulation, the Monetary Law Act, and the Banking Act. The position offers the opportunity to shape Sri Lanka's financial regulatory framework at the highest level.

• Advise the Monetary Board on legal matters and regulatory policy
• Draft banking regulations, directives, and supervisory guidelines
• Lead enforcement actions against non-compliant banks and finance companies
• Coordinate with the Attorney General's Department on prosecution of financial crimes
• Represent CBSL in litigation before the Supreme Court, Court of Appeal, and Commercial High Court
• Engage with international regulatory bodies including the IMF, World Bank, and BIS

• Attorney-at-Law admitted by BASL with 12+ years' post-admission experience
• Expert knowledge of the Monetary Law Act, Banking Act, Finance Business Act, and Foreign Exchange Act
• Experience advising boards or senior leadership on regulatory and governance matters
• Knowledge of AML/CFT legislation, FATF standards, and international financial regulation
• Experience with financial sector enforcement, liquidation, and resolution proceedings
• LL.B. with LL.M. in banking law, financial regulation, or international law
• High degree of integrity; government service experience an advantage
