Legal Specialist – Antitrust Investigations at UOKiK
The Urząd Ochrony Konkurencji i Konsumentów (UOKiK) — Poland's Office of Competition and Consumer Protection — is seeking a Legal Specialist for the Antitrust Investigations Department. UOKiK is located on Plac Powstańców Warszawy in central Warsaw, steps from the Nowy Świat commercial district.
About the Role
As a Legal Specialist, you will be directly involved in investigating anticompetitive practices including cartels, abuse of dominance, and vertical restraints under the Ustawa o ochronie konkurencji i konsumentów (Competition and Consumer Protection Act). You will participate in dawn raids (kontrole i przeszukania), analyse evidence, and prepare legal assessments supporting the Prezes UOKiK's decisions.
The role involves close cooperation with the European Competition Network (ECN) and the European Commission's DG Competition on cross-border cases. You will draft statements of objections, decisions imposing fines, and represent UOKiK in proceedings before the Sąd Ochrony Konkurencji i Konsumentów (SOKiK) and the Sąd Apelacyjny w Warszawie.

Responsibilities
- Conduct antitrust investigations including market analysis, evidence gathering, and dawn raids
- Draft statements of objections and decisions in cartel and abuse of dominance cases
- Analyse economic evidence and prepare legal assessments for the Prezes UOKiK
- Represent UOKiK in judicial proceedings before SOKiK and Sąd Apelacyjny w Warszawie
- Cooperate with the ECN and European Commission on cross-border competition cases
- Monitor market developments and propose sector inquiries
Requirements
- Magister prawa with 3-5 years of experience in competition law (public enforcement, law firm, or academic)
- Deep knowledge of the Ustawa o ochronie konkurencji i konsumentów and TFEU Articles 101-102
- Understanding of ECN cooperation mechanisms and European Commission case law
- Experience in legal analysis of complex economic evidence and market investigations
- Analytical and written communication skills in Polish; good working English for ECN cooperation
- Radca prawny qualification is an advantage but not required for government role
