Senior Associate – EU Funds & Public Procurement at DZP
Domański Zakrzewski Palinka (DZP), based on Rondo ONZ in Warsaw, is seeking a Senior Associate for our EU Funds & Public Procurement practice. DZP is recognised as a market leader in public procurement law, regularly acting in the most complex tenders and proceedings before the Krajowa Izba Odwoławcza (KIO) — Poland's specialised public procurement review body.
About the Role
You will advise contracting authorities and bidders on all aspects of the Prawo zamówień publicznych (Public Procurement Law, 2019), including tender preparation, bid challenges, and KIO proceedings. The EU Funds element involves advising beneficiaries on compliance with EU co-financing rules under Cohesion Policy programmes, managing financial corrections, and handling proceedings before the Ministerstwo Funduszy i Polityki Regionalnej.
With Poland being one of the largest beneficiaries of EU Cohesion Funds in the 2021-2027 programming period, this role offers unparalleled exposure to high-value infrastructure, healthcare, and digital transformation projects funded by the EU. You will also advise on PPP (public-private partnership) structures under the Ustawa o partnerstwie publiczno-prywatnym and concession contracts.
Responsibilities
- Advise contracting authorities and bidders on complex public procurement procedures under Prawo zamówień publicznych
- Represent clients in proceedings before the Krajowa Izba Odwoławcza (KIO) and on appeal before courts
- Advise beneficiaries on EU co-financing compliance and manage financial correction proceedings
- Draft procurement documentation (SIWZ/SWZ) for complex tenders
- Advise on PPP and concession structures for infrastructure projects
- Train clients' procurement teams on compliance with procurement rules
Requirements
- Qualified adwokat or radca prawny with 6-10 years PQE in public procurement law
- Expert knowledge of Prawo zamówień publicznych and KIO procedural rules
- Experience representing parties in KIO proceedings and procurement disputes before common courts
- Familiarity with EU Cohesion Policy funding rules and financial correction procedures
- Understanding of PPP structures and concession contracts
- Fluent Polish and English; French useful for EU institutional work
