Senior Legal Counsel — Nepal Rastra Bank

Nepal Rastra Bank (NRB) is recruiting a Senior Legal Counsel to serve as a senior advisor in its Legal Division at the Baluwatar headquarters. This executive-level position is responsible for providing strategic legal guidance to the NRB Governor and Board on monetary policy implementation, financial sector reform, and international treaty obligations.

The Senior Legal Counsel will lead complex regulatory matters including bank resolution proceedings, merger approvals under NRB's consolidation directives, sovereign debt documentation, and international monetary cooperation. This is the most senior legal position in Nepal's central banking system, requiring an accomplished Advocate (अधिवक्ता) with deep expertise in financial regulation and public law under the Constitution of Nepal 2015.

• Provide strategic legal counsel to the NRB Governor and Board on monetary policy and financial regulation
• Lead bank resolution proceedings and merger approvals under NRB consolidation directives
• Advise on sovereign debt documentation and international financial agreements
• Represent NRB in proceedings before the Supreme Court (Sarbochcha Adalat)
• Coordinate with the Office of the Attorney General on critical regulatory enforcement
• Lead NRB's engagement with IMF, World Bank, and BIS on legal and regulatory matters

• Advocate licensed by the Nepal Bar Association (NBA) with minimum 12 years' post-admission experience
• Extensive experience in banking law, financial regulation, and public/administrative law
• Deep knowledge of the Nepal Rastra Bank Act 2058, Banking and Financial Institution Act 2073, and Constitution of Nepal 2015
• Experience with bank resolution, merger proceedings, and financial sector crisis management
• Understanding of international monetary law, IMF frameworks, and bilateral financial agreements
• LL.B. and LL.M. from recognised institutions; PhD or international qualifications advantageous
• Senior standing in Nepal's legal profession
