Position Overview
Job Description
EP Petroecuador, Ecuador's state oil company and one of the largest enterprises in the country, seeks a Senior Public Procurement & Petroleum Law Lawyer for its Legal Department in Quito. EP Petroecuador manages Ecuador's strategic oil reserves and oversees the state's participation in hydrocarbon exploration, production, refining, and transportation.
The role involves managing high-value procurement processes under LOSNCP, advising on hydrocarbon contracts under the Ley de Hidrocarburos, and representing the company in administrative and arbitration proceedings. Ecuador's oil sector is critical to the national economy, producing approximately 480,000 barrels per day.
Responsibilities
- Managing complex procurement processes (licitación, subasta inversa, cotización) on the SERCOP portal
- Advising on hydrocarbon service contracts and production-sharing agreements
- Representing EP Petroecuador in arbitration and administrative proceedings
- Ensuring compliance with Contraloría General del Estado audit requirements
- Coordinating with MERNNR on regulatory and contractual matters
Requirements
- Título de Abogado from a recognised Ecuadorian university
- 8-12 years of experience in public procurement, energy, or petroleum law
- Expert knowledge of LOSNCP, Ley de Hidrocarburos, and SERCOP procedures
- Experience with public sector contracting and Contraloría General del Estado audits
- Understanding of environmental regulations applicable to the oil sector
- Fluent English for international oil company contract negotiations
