Job Description
Claro Ecuador (CONECEL, part of the América Móvil group), the country's leading telecommunications operator, seeks a Senior Regulatory Lawyer for its Guayaquil headquarters. Ecuador's telecoms sector is regulated by ARCOTEL (Agencia de Regulación y Control de las Telecomunicaciones) and governed by the Ley Orgánica de Telecomunicaciones.
The role involves managing Claro's regulatory strategy, handling spectrum licensing matters, negotiating interconnection agreements, and defending the company before ARCOTEL and the Superintendencia de Control del Poder de Mercado on competition matters.
Responsibilities
- Managing Claro Ecuador's regulatory compliance with ARCOTEL requirements
- Negotiating interconnection agreements and resolving disputes with other operators
- Handling spectrum licensing applications, renewals, and regulatory proceedings
- Defending the company before ARCOTEL and SCPM in regulatory and competition matters
- Advising on data protection compliance under the Ley Orgánica de Protección de Datos Personales
- Coordinating with América Móvil's regional legal team on pan-Latin American regulatory strategy
Requirements
- Título de Abogado from a recognised Ecuadorian university
- Registered with the Foro de Abogados del Ecuador
- 7-10 years of experience in telecommunications regulatory, competition, or technology law
- Expert knowledge of the Ley Orgánica de Telecomunicaciones and ARCOTEL regulations
- Experience with spectrum licensing, interconnection disputes, and regulatory proceedings
- Fluent English for América Móvil regional coordination
