Position Summary

The Assistant Director of Legal & Business Affairs, Universal Destinations & Experiences (UDX), is responsible for leading and overseeing compliance with all planning and development approvals, statutory and non‑statutory consents, and government agreements required. This role provides strategic direction across the full compliance lifecycle, including the tracking and analysis of obligations within the consents register, proactive risk escalation, and the preparation of clear, timely reporting for internal leadership and external stakeholders.

The position also guides the development and delivery of training on planning conditions and compliance requirements, ensuring stakeholders understand and meet regulatory expectations. Working closely with Legal, External Affairs, project teams, contractors, government authorities, and outside consultants - and with guidance from the Vice President of Legal and Business Affairs - the Assistant Director ensures robust governance, consistency, and accountability across all compliance activities.

Major Responsibilities

  • Provide strategic oversight, rigorous management, and proactive tracking of all compliance obligations across the project, including planning approvals, development permits and licenses, government incentive and grant agreements, and contractual commitments. Lead the identification, escalation, and mitigation of compliance risks; ensure robust governance processes; and uphold full alignment with statutory requirements, development agreements, and regulatory expectations throughout the project lifecycle.
  • Track and analyse compliance performance against the comprehensive consents register, ensuring emerging risks, condition breaches, and delivery delays are promptly identified, escalated, and addressed in coordination with the VP, UDX Legal and Business Affairs and wider project leadership.
  • Prepare mandated compliance reports for internal leadership and external stakeholders - including government bodies, regulators, and project partners - ensuring full transparency around status, risks, mitigation actions, and alignment with planning and regulatory expectations.
  • Develop, implement, and continuously refine training programmes on planning conditions, regulatory obligations, and compliance processes, ensuring stakeholders across disciplines understand requirements and can meet statutory and contractual commitments.
  • Understand and actively participate in Environmental, Health & Safety responsibilities by following established UDX policy, procedures, training, and team member involvement activities.
  • Perform other duties as assigned.
  • Bachelor’s degree and/or certification required in Planning, Environmental Management, RICS, Project Management, Law or a related field.
  • Experience; at a senior level, in managing consents, permits and licenses on complex, multi-disciplinary development or infrastructure projects and with various government bodies.
  • Experience required working within both local and national planning regimes such as Development Consent Orders, TCPA, Transport and Works Act Orders and/or Special Development Orders.
  • Ability to effectively partner with senior management team on compliance, real estate and planning matters and resolving issues.
  • Strong business ethics.
  • Strong transactional drafting skills; detail oriented.
  • Ability to work independently, prioritise and exercise sound business judgment, while maintaining professional attitude.
  • Able to work early mornings, nights, and weekends to achieve deadlines and accommodate multiple time zones.
  • Ability to adapt to a variety of cultures.
  • Excellent communication, negotiating, drafting and analytic skills; must be able to work with numerous and varied clients including senior management.
  • Ability to handle multiple projects simultaneously in a fast-paced environment.
  • Excellent oral and written communications skills.
  • Strong business acumen with good judgment.
  • Must be highly proficient in Microsoft Word, and proficient in Excel and PowerPoint, as well as Internet and web-based training tools.
  • Must be willing to travel occasionally, domestically and internationally.
