Job Description

ECQ 1: Commitment to the Rule of Law and Principles of the American Founding This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES. Mandatory Requirements Advanced experience in providing business operations and project management. Strong analytic, strategic planning, and critical thinking skills, including the ability to conduct assessments of business processes to identify needs and requirements, and to develop process and improvement recommendations and plans of action to satisfy organizational mission requirements. Expert communication skills, including the ability to write clearly and effectively, persuade senior leadership, communicate effectively with people at all staff levels (both internal and external to the organization), brief management on reviews and findings, and organize and edit written reports of varying length and complexity. Expert experience in evaluating compliance with laws, policies, and regulations; and making findings and recommendations for corrective action and process improvement. Expert knowledge of federal government contracting practices and appropriations, including ability to evaluate compliance with laws and regulations, the effectiveness and efficiency of resource utilization, and whether desired results are achieved. Superior interpersonal, leadership, and managerial capabilities, including the ability to effectively direct taskings; assess and manage performance; develop and retain a highly qualified staff; and support personal and professional development of all levels of personnel. Superior ability to effectively administer human, financial, material, and information resources; design and implement strategies that maximize operational activities. Expert ability to lead by example and exemplify IC OIG core values of Integrity, Fortitude, Excellence; and, demonstrated knowledge of the mission, organization, and functions of the IC OIG, ODNI, and Intelligence Community.
