Job Description

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. In accordance with AFI 51-101, qualifications required for a NH-04 (GS-14/15) are set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Professional legal experience should include, but is not limited to: Legal counsel for designated acquisition programs; review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy; provide expert legal advice, opinions and counsel concerning matters of administrative law, ethics, standards of conduct, commercial law, intellectual property law, and public-private partnerships; provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof; and ethics as it relates to procurement). 2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis. 4. Proven skill in effectively communicating, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the position in major acquisition actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
