Data Privacy & Telecom Regulatory Counsel — Smart Axiata Co., Ltd., Phnom Penh

Smart Axiata, Cambodia's leading mobile telecommunications operator (part of Axiata Group Berhad), is seeking a Regulatory Counsel specialising in data privacy and telecommunications regulation. Based in Phnom Penh, you will navigate the evolving legal landscape governing Cambodia's digital economy, including the Telecommunications Law (2015) and the developing personal data protection framework.

• Advise on compliance with the Telecommunications Law, TRC regulations, and licensing conditions
• Lead the company's data privacy compliance programme and preparation for Cambodia's forthcoming data protection legislation
• Manage regulatory filings, licence renewals, and spectrum allocation proceedings with the TRC
• Draft and negotiate data processing agreements, interconnection agreements, and tower-sharing contracts
• Advise on lawful interception obligations and government access to telecommunications data
• Monitor and analyse regulatory developments in Cambodia's ICT sector and ASEAN digital economy policies

• 7-10 years' PQE in telecommunications law, data privacy, or technology regulation
• Degree in Law; BAKC membership preferred; CIPP/A certification is a plus
• Knowledge of the Telecommunications Law (2015), Sub-Decree on Lawful Interception, and Cambodia's draft Personal Data Protection Law
• Experience liaising with the Telecommunication Regulator of Cambodia (TRC) and Ministry of Post and Telecommunications
• Understanding of ASEAN data protection frameworks and cross-border data transfer mechanisms
• Fluent English and Khmer
