Job Description

For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application. MTQ 1 - Executive Oversight of Complex, Multidisciplinary Operations Demonstrated executive level experience leading and governing large, multidisciplinary program areas involving administrative management, financial operations, acquisition oversight, workforce strategy, and IT investment management. Must show a record of driving operational integration, eliminating fragmentation, and ensuring mission alignment across diverse organizational components. MTQ 2 - Strategic Resource Management and Enterprise Governance Demonstrated ability to formulate, justify, and execute multiyear budget and resource strategies that align financial, human capital, and operational assets with enterprise mission priorities. Must demonstrate a record of ensuring fiscal integrity, strengthening risk-based governance, and optimizing resource allocation to support long term organizational sustainability and enterprise effectiveness. MTQ 3 - Executive Decision-Making, Risk Management, and Policy Integration Demonstrated ability to analyze and address highly complex, cross-cutting organizational and policy issues with enterprise-wide. Must show a proven record of making high stakes executive decisions, balancing competing priorities, and implementing risk mitigation strategies to protect mission execution, operational continuity and fiscal integrity. This includes providing authoritative counsel to senior leadership on enterprise governance, internal controls, IT investment risk, acquisition strategy, and operational policy.
