Fintech & Digital Banking Legal Specialist — State Bank of Vietnam, Hoan Kiem District, Hanoi

The SBV is seeking a legal specialist to support its Payment Department in developing the regulatory framework for fintech, digital banking, and electronic payments. Vietnam's rapidly growing fintech sector requires new regulations to balance innovation with consumer protection and financial stability.

This role is at the forefront of Vietnam's digital financial transformation, working on landmark regulatory initiatives such as the regulatory sandbox for fintech.

• Draft and review regulations on digital banking, e-wallets, and electronic payment services
• Support the development and operation of the SBV's fintech regulatory sandbox
• Analyse licence applications from fintech companies and payment intermediaries
• Research international best practices in fintech regulation and prepare comparative analyses
• Coordinate with the Ministry of Information and Communications on technology-related regulatory issues
• Represent the SBV in inter-ministerial working groups on the digital economy

• 3-6 years' experience in fintech regulation, payment systems, or technology law
• Knowledge of the Law on Electronic Transactions 2023 and SBV regulations on e-payments
• Understanding of digital banking, e-wallets, QR payments, and open banking concepts
• Familiarity with international regulatory approaches to fintech (MAS, FCA, PBOC)
