Juriste — Telecom Regulation & Data Protection | Maroc Telecom
Maroc Telecom (IAM), Morocco's largest telecommunications operator headquartered on Avenue Annakhil in Rabat's Hay Riad business district, is recruiting a mid-level Legal Counsel to join its Direction Juridique with a focus on telecoms regulation and data protection compliance.
Context
Morocco's telecommunications sector is regulated by the ANRT (Agence Nationale de Réglementation des Télécommunications), and data protection is governed by the CNDP (Commission Nationale de contrôle de la Protection des Données à caractère Personnel) under Loi n°09-08. As Maroc Telecom expands its digital services — including 5G, mobile money, and cloud — the need for specialised regulatory lawyers has never been greater.

Responsibilities
- Advise on regulatory compliance with ANRT licensing, spectrum, and interconnection requirements
- Manage data protection compliance programmes under Loi 09-08 and coordinate with the CNDP
- Draft and review commercial contracts with enterprise clients, content providers, and technology partners
- Support Maroc Telecom's 5G rollout and mobile money licensing from a regulatory perspective
- Advise on competition law issues related to telecoms, including Conseil de la Concurrence inquiries
- Review and negotiate tower-sharing and infrastructure agreements with other operators
Requirements
- Master's degree in IT Law, Telecommunications Law, or Business Law
- 3-5 years' experience in telecom regulation, data protection, or technology law
- Knowledge of ANRT regulations, Loi n°09-08 (data protection), and Loi n°24-96 (telecommunications)
- Understanding of GDPR principles and their interaction with Moroccan data protection law
- Experience advising on digital services, e-commerce, or fintech is an advantage
- Fluent French; Arabic required; English advantageous for international projects
