Directeur Juridique Adjoint — Deputy General Counsel | Maroc Telecom
Maroc Telecom (IAM), Morocco's largest telecommunications operator headquartered in Rabat's Hay Riad district, is seeking a Deputy General Counsel to serve as the second-in-command of its Direction Juridique. This executive role requires a seasoned legal leader with extensive experience in telecoms regulation, corporate governance, and pan-African legal operations.
Strategic Context
Maroc Telecom operates in 12 countries across Africa with over 77 million customers. The Deputy General Counsel will oversee legal operations across the group, manage external counsel relationships, and provide strategic legal advice to the Comité de Direction on matters including ANRT regulatory proceedings, Conseil de la Concurrence inquiries, M&A transactions for subsidiary acquisitions, and digital transformation initiatives including 5G, fintech, and cloud computing.

Responsibilities
- Oversee all legal operations of the Maroc Telecom group across Morocco and 11 African subsidiaries
- Provide strategic legal counsel to the CEO and Comité de Direction
- Manage relationships with external law firms and negotiate fee arrangements
- Lead on regulatory proceedings before the ANRT and Conseil de la Concurrence
- Oversee M&A transactions, corporate restructurings, and strategic partnerships
- Ensure group-wide compliance with competition law, data protection, and anti-corruption regulations
- Manage the Direction Juridique budget, team development, and recruitment
Requirements
- Master's degree in Law; LL.M. or MBA an advantage
- Minimum 12 years' experience in corporate law, telecommunications, or in-house legal leadership
- Proven experience managing legal teams and external counsel across multiple jurisdictions
- Deep knowledge of Moroccan corporate governance, telecoms regulation, and competition law
- Familiarity with regulatory frameworks across Francophone Africa
- Fluent French, Arabic, and English required
