Manager, DashMart - Regulatory Strategy & Operations
Position Overview
Job Description
Our New Verticals Strategy & Operations team is re-inventing the way consumers think about grocery, convenience, alcohol and retail delivery through both our first-party and third-party operations businesses. DashMarts are our first-party offering designed to provide on-demand deliveries through a new type of convenience. Inside DashMarts we sell household essentials, groceries, brand-name favorites, local favorites and so much more! We have sites all over the country and are growing our geographic footprint, services we offer and scaling our existing sites today!
As we scale our physical footprint across new and existing markets, navigating complex regulatory environments is critical to enabling sustainable growth. Our Regulatory Strategy & Operations team ensures DashMart can expand efficiently while maintaining compliance with local zoning, permitting, and community requirements.
About the RoleYou will sit within our DashMart Strategy & Operations organization and lead Regulatory Strategy & Operations for our physical sites. This team enables new site launches, business & product line expansions, and ongoing operations by navigating entitlements, permitting, zoning, and community engagement.
In this role, you will own the end-to-end regulatory strategy and execution that unlocks growth while minimizing risk, cost, and timelines. You will lead a team of three Regulatory Operations Senior Associates and partner cross-functionally with Real Estate, Legal, Construction, Public Policy, Category Management, and Operations teams to bring new DashMart sites to life.
You will build scalable processes, identify regulatory risks and opportunities across markets, and drive continuous improvement in how we approach site approvals and compliance. This role reports to a Senior Manager within DashMart Strategy & Operations and will manage a small team. We operate in a hybrid model across home office, in-market site visits, and cross-functional collaboration.
You’re excited about this opportunity because you will…- Build. You’ll design, implement, and continuously improve regulatory processes and playbooks that enable faster, more predictable outcomes across markets.
- Strategize. You’ll identify regulatory risks and bottlenecks early and develop mitigation strategies before they impact timelines or costs.
- Experiment and iterate. You’ll transform strategies into operational experiments that create measurable and actionable outcomes, informing your larger initiative implementation plans.
- Analyze. You’ll leverage data and insights to identify trends, uncover inefficiencies, and guide decisions that improve speed, predictability, and cost effectiveness across markets.
- Lead and collaborate. You’ll partner closely with numerous cross-functional teams to align on site strategy and ensure seamless execution.
- You solve problems from first principles. You’re excited to solve problems in innovative ways, and you resist “this is how it’s always been done” thinking.
- You’re equally comfortable operating at 10,000 feet and 1 foot. You don’t hesitate to get in the weeds and operate at the lowest level of detail, but you’re just as comfortable thinking long-term and inspiring a team. No job is beneath you.
- You’re unafraid of ambiguity. Rapid change and learning is exciting to you, and you thrive in ambiguous, startup environments
- You’re analytical. You let data win arguments, and you’re comfortable pulling your own data in SQL or modeling in Excel.
- You have 4–6+ years of professional experience. You’ve succeeded operating in fast-paced, high-performance environments and exposure to local government or city planning processes. Familiarity with zoning, permitting, or entitlements is preferred.
- You have completed your BS/BA Degree. Preferably in a relevant field such as Urban Planning, Public Policy, Environmental Policy, Real Estate Development, or a related discipline.
We expect this position to be filled by 6/10/26.
