Job Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicant must have one year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems. Specialized experience is a Comprehensive knowledge of Federal and State statutes, judicial opinions, and regulations and policy guidance from the DoW, the Military Departments, the U.S. Coast Guard, the Office of Management and Budget, and the Department of Justice, the Federal Emergency Management Agency (FEMA), the Federal Bureau of Investigation (FBI), the Federal Aviation Administration (FAA), the U.S. Secret Service, other Federal Agencies, the National Guard Bureau and the various State and Territory National Guard organizations regarding Homeland Defense, Defense Support to Civil Authorities, Counter Drug/Counter Transnational Organized Crime, and Theater Security Cooperation, a knowledge of the Commands' missions and functions, organizational structure of the Agency, and interrelationships with other DoW and non-DoW agencies to support and provide advice on a variety of relevant legal portfolios, a Knowledge of the concepts, principles, policies, and regulations of a Combatant Command is essential for the position. Must have the ability to coordinate, evaluate, and integrate the work of others into a cohesive final product which accurately reflects the SJA 's position as it relates to the Commander's major focus areas, a mastery skill at editing complex legal opinions and memoranda for technical correctness, verbal precision, ability to analyze and evaluate the relevance of particular technical evidence or questions which arise in the conduct of specialized legal programs, as well as skill at identifying legal issues of sufficient importance requiring dissemination to the field, and an Extensive procedural knowledge to examine a variety of legal and supporting documents. Knowledge and skill to use a variety of legal resources, computerized legal databases, Westlaw and LEXIS systems, various governmental systems (both federal and state) for reporting legal, regulatory, and policy guidance to employ resources in researching complex and novel legal topics FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the rules, procedures, policies, and legal principles across a broad spectrum of law, including operational, international, intelligence, national security, fiscal, and administrative law, particularly as they apply to the unique missions of a joint and bi-national Combatant Command (e.g. NORAD & USNORTHCOM) such as Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA) 2. Mastery of legal research principles and techniques using electronic databases (e.g., Westlaw, Lexis) and traditional methods to analyze complex and often novel legal issues, interpret the impact of legislative developments and judicial decisions, evaluate the applicability of precedents, and recommend timely, accurate solutions to command attorneys and staff 3. Expert skill in preparing, reviewing, and editing a full range of complex legal documents, including opinions, memoranda, reports, and correspondence for senior leader and flag officer signature. Ability to ensure all written work is characterized by accuracy, correct grammar, proper citation, and compliance with security and classification procedures 4. Skill to communicate effectively, both orally and in writing, to establish and maintain cooperative working relationships with representatives from U.S. and foreign military and civilian organizations, the Joint Staff, and other federal agencies. Ability to present legal information and analysis clearly and concisely to senior attorneys and leadership 5. Ability to independently support legal programs, processes, and complex caseloads. This includes gathering and analyzing facts, using effective analytical methods to assess information, managing automated tracking systems to report case status, and applying sound judgment to organize and prioritize work in a high-tempo operational environment 6. Knowledge of, and skill in using, a wide variety of office automation software, legal-specific applications, and data management systems (e.g., SharePoint, case tracking databases) to support office operations, manage e-discovery, and produce a variety of documents, reports, spreadsheets, and presentations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
