Risk & Compliance Manager

Tower Sacco seeks a Risk & Compliance Manager to establish and implement an appropriate Operational & Compliance Risk Management framework in line with the Society's Strategic Plan, Risk Management Policy, SACCO by-laws, SASRA regulations, and best financial service industry practices. This is a senior role combining legal compliance expertise with risk management responsibilities in the SACCO sector. The ideal candidate will ensure regulatory compliance across all operations, manage AML/KYC matters, and liaise with the Financial Reporting Centre (FRC).

• Develop and implement risk management strategy aligned with SACCO strategic plan • Review SACCO operations to ensure compliance with SASRA regulatory requirements • Conduct compliance reviews across satellites, branches and head office departments • Manage AML & KYC compliance including liaison with external partners • Prepare FRC daily cash transaction returns and suspicious transaction reports • Ensure compliance with Data Protection Act requirements • Conduct quarterly regulatory compliance returns • Identify, assess and mitigate operational, credit, and regulatory risks • Report to Board Risk Committee on risk posture

• Bachelor's degree in Law, Finance, Accounting, or related field • Professional qualification in Risk Management (CPA, CISA, or equivalent) • Minimum 4 years working experience in audit firm or financial institution • Experience in Banking Operations, Audit, Risk Management and/or Compliance • Knowledge of SASRA regulations and SACCO by-laws • Understanding of AML/KYC requirements and Data Protection Act • Strong analytical and report writing skills • High integrity and professional standards
