Job Description
Bar Membership: Currently an active member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Applicants are responsible for citing minimum qualifications such as JD and Bar membership information (institution name, state for bar, and dates) on their respective resumes. AND To qualify for the CT-16 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-15 level). Specialized experience includes: (1) experience in employment and labor law to include employee performance issues, and adverse and disciplinary actions issues (2) experience in federal ethics law, and/or (3) experience providing legal guidance in budget, debt collection efforts, fee structures and other fiscal policies. This specialized experience includes oversight, management, and conduct of a wide range of general law activities including directing the work of others. In addition, you must show that you possess the Executive Core Competencies (ECCs) and Mandatory Technical Qualifications (MTQs) related to this position within your resume - NOT TO EXCEED 2 PAGES. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. MTQ 1: Experience providing guidance and counsel regarding federal appropriations law, federal budget law and practice, federal contract law, Government in the Sunshine Act, Freedom of Information Act, Federal Advisory Committee Act, ethics laws, employment laws, and federal civil and appellate practice and procedure. MTQ 2: Knowledge of Information Governance issues such as electronic discovery, privacy acts, and records management. MTQ 3: The ability to communicate effectively, both in writing and orally, with agency management and with representatives of industry and other government agencies on important legal and policy questions. EXECUTIVE CORE COMPETENCIES (ECCs): In addition to the Mandatory Technical Qualification Requirements listed above, your resume will be assessed for executive competency against the following four mandatory ECCs. Proof of eligibility for a noncompetitive SES appointment (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) will not be accepted.
