Telecommunications Regulatory Affairs Counsel — Turkcell, Istanbul

Turkcell is seeking a Regulatory Affairs Counsel to manage telecommunications regulatory compliance and engagement with the Information and Communication Technologies Authority (BTK) and other regulatory bodies.

Key Responsibilities

• Advise on compliance with BTK (Information and Communication Technologies Authority) regulations and Electronic Communications Law No. 5809
• Handle spectrum licensing, frequency allocation, and 5G regulatory matters
• Draft and negotiate interconnection and infrastructure sharing agreements with competitor operators
• Represent Turkcell in regulatory proceedings, administrative disputes, and consultations with BTK
• Monitor proposed telecommunications legislation and advise management on business impact
• Advise on net neutrality, OTT regulation, and digital services regulatory developments
• Handle administrative court proceedings challenging BTK decisions

• Represent Turkcell in regulatory proceedings, administrative disputes, and consultations with BTK
• Monitor proposed telecommunications legislation and advise management on business impact
• Advise on net neutrality, OTT regulation, and digital services regulatory developments
• Handle administrative court proceedings challenging BTK decisions

• Active avukat license and Bar Association membership
• 5-9 years of telecommunications law, regulatory law, or administrative law experience
• Deep knowledge of Electronic Communications Law No. 5809 and BTK secondary legislation
• Experience with BTK regulatory proceedings and administrative court challenges
• LLB from a recognized Turkish university; LLM in telecommunications or regulatory law preferred
• Fluent Turkish and English
• Prior experience at a telecommunications company, BTK, or law firm with telecom practice
