Norman Magaya Amugira
Norman Magaya Amugira is an Advocate of the High Court of Kenya and a legal scholar with over 15 years of experience at the intersection of public law, constitutional litigation, natural resources governance, electoral law, and international environmental law. He brings to every engagement a rare combination of courtroom experience, academic rigour, and high-stakes institutional leadership that few legal professionals can match.
He holds an LLB (Hons) and an LLM specialising in Natural Resources Law, International Environmental Law, and Law of Treaties, and has completed doctoral research on transparency and accountability in Kenya's oil and gas sector. He has taught law at university level in Kenya and Uganda, producing graduates who now practise across East Africa.
At the height of Kenya's most contested political period, Norman served as CEO of the National Super Alliance (NASA) and CORD, Kenya's principal opposition coalitions, navigating complex legal, political, and constitutional terrain at the highest levels of public life. He contributed sworn affidavit testimony in Supreme Court presidential election petition proceedings, placing him at the centre of landmark constitutional litigation in East Africa.
His research and practice interests span AI governance and accountability, climate law and regulatory enforcement, natural resources and extractive industries governance, constitutional and public law, and East African electoral legal frameworks.
Norman is now seeking remote legal engagements that leverage his depth of expertise in public law, governance, legal research, and international legal frameworks.
