Job Description

Conseiller Juridique Senior — Mines et Environnement — Ambatovy

Ambatovy, one of the world's largest laterite nickel mining operations, is recruiting a Conseiller Juridique Senior to lead its mining and environmental legal function from its Toamasina office complex. With the mining moratorium lifted in January 2026, Ambatovy is entering a new phase of operations requiring expert legal guidance on renewed mining permits, expanded environmental compliance obligations, and community engagement frameworks.

This senior in-house role involves managing all legal aspects of Ambatovy's mining operations, including permit renewals under the Code Minier, environmental compliance with the Charte de l'Environnement and MECIE decree, and community development agreements with local fokontany in the Moramanga corridor. You will coordinate with the BCMM, ONE, Ministry of Mines, and Ministry of Environment on regulatory matters.

Responsibilities

  • Lead all legal aspects of Ambatovy's mining permit renewals and regulatory compliance
  • Manage environmental legal compliance including EIA updates and ONE permit renewals
  • Negotiate and manage community development agreements with local fokontany
  • Coordinate with BCMM, ONE, Ministry of Mines, and environmental authorities
  • Advise on land rehabilitation obligations and mine closure planning
  • Handle mining-related disputes and stakeholder grievances
  • Ensure compliance with international mining and environmental standards
  • Manage external legal counsel and coordinate with consortium partners' legal teams

Requirements

  • Master's degree in mining law, environmental law, or natural resources law
  • Minimum 8 years of experience in mining law, preferably in Madagascar or francophone Africa
  • Deep knowledge of Madagascar's Code Minier, Code de l'Environnement, and MECIE decree
  • Experience with large-scale mining operations and environmental compliance
  • Understanding of community engagement, social impact assessments, and resettlement frameworks
  • Fluency in French and English is mandatory; Malagasy proficiency strongly preferred
  • Experience with international mining standards (IFC Performance Standards, Equator Principles)
  • Strong negotiation skills and experience with government relations
