Job Description

Development & NGO Law Advocate — Pradhan & Associates

Pradhan & Associates seeks an Advocate (अधिवक्ता) specialising in development law and NGO/INGO regulatory compliance for its New Baneshwor, Kathmandu office. Nepal hosts hundreds of international development organisations, UN agencies, and bilateral donors, creating a thriving practice area in development law and institutional governance.

The role focuses on advising international non-governmental organisations (INGOs), development banks, and bilateral agencies on registration under the Social Welfare Act 2049, the Association Registration Act 2034, and the new National Integrity Policy. You will navigate the Social Welfare Council (SWC) approval processes, project agreements, tax exemptions, and compliance with Nepal's evolving regulatory framework for the development sector — all from an office near the Singha Durbar government hub.

Responsibilities

  • Advise INGOs and development organisations on registration and compliance with the Social Welfare Act 2049
  • Prepare project agreements, MoUs, and grant documentation for development sector clients
  • Navigate Social Welfare Council (SWC) approval processes and annual reporting requirements
  • Advise on tax exemptions, duty-free provisions, and fiscal incentives for development organisations
  • Handle regulatory compliance issues arising from the National Integrity Policy and foreign aid regulations
  • Draft employment contracts and advise on labour law compliance for INGO staff under the Labour Act 2074

Requirements

  • Advocate licensed by the Nepal Bar Association (NBA) with 3–5 years' post-admission experience
  • Knowledge of the Social Welfare Act 2049, Association Registration Act 2034, and INGO regulatory framework
  • Experience advising INGOs, UN agencies, or development organisations on Nepal regulatory compliance
  • Understanding of tax exemption provisions and duty-free import regulations for development organisations
  • Familiarity with the Social Welfare Council (SWC) approval and reporting requirements
  • LL.B. from a recognised institution; development studies background advantageous
  • Strong English communication for international client engagement
