Fintech & Payment Systems Legal Advisor — National Bank of Cambodia, Phnom Penh

The National Bank of Cambodia is seeking a Legal Advisor for its Payment Systems Department. Cambodia has one of the most innovative digital payment ecosystems in ASEAN, anchored by the Bakong blockchain-based payment system. You will advise on payment system regulation, e-money licensing, and fintech sandbox frameworks under the Law on Banking and Financial Institutions (2016) and NBC Prakas on payment services.

Cambodia's Bakong system and mobile money adoption rate are internationally recognised. This is a rare opportunity to shape the legal framework of one of the world's most innovative payment ecosystems.

• Advise the Payment Systems Department on licensing applications from payment service providers and e-money operators
• Draft and review NBC Prakas and regulatory guidance on digital payments and fintech innovation
• Support the legal framework development for the Bakong payment system and its interoperability with regional payment networks
• Evaluate regulatory sandbox applications from fintech startups
• Advise on consumer protection requirements for digital payment services
• Coordinate with ASEAN central banks on cross-border payment system legal harmonisation

• 3-7 years' experience in fintech regulation, payment systems law, or digital banking
• Degree in Law or Finance; advanced degree in technology law or financial regulation preferred
• Knowledge of NBC Prakas on payment service providers, e-money operators, and the Bakong system
• Understanding of digital payment interoperability, QR code standards, and cross-border payment frameworks
• Experience with regulatory sandbox models and innovation licensing
• Fluent Khmer and English
