Job Description

Juriste en Droit Foncier — HMRR Avocats

HMRR Avocats is recruiting a Juriste specializing in land law (droit foncier) to work across its Antananarivo office and Mahajanga satellite. Madagascar's land tenure system is among the most complex in Africa, featuring overlapping formal titles, customary dina agreements, and untitled occupation rights. This role involves advising clients on land acquisitions, resolving title disputes, and contributing to the firm's respected pro bono practice on community land rights.

You will work with rural communities, fokontany leaders, and international development organizations on land formalization projects, community land certification, and mining-related displacement matters. The role requires regular travel to the Boeny and Sofia regions to support the Mahajanga office.

Responsibilities

  • Advise clients on land acquisitions, title verification, and tenure formalization
  • Resolve land disputes involving formal titles, customary rights, and untitled occupation
  • Support the firm's pro bono practice on community land rights and rural tenure security
  • Liaise with Conservation Foncière offices, fokontany authorities, and Service des Domaines
  • Advise on mining-related land displacement, community compensation, and resettlement
  • Draft land transfer documents, lease agreements, and community land certificates
  • Travel to Mahajanga and rural areas to support client matters and community engagement

Requirements

  • Master's degree in land law, environmental law, or rural development law
  • 3-5 years of experience in land law, property law, or community development
  • Deep understanding of Madagascar's Loi Foncière, Conservation Foncière, and customary land systems
  • Experience working with rural communities and fokontany governance structures
  • Knowledge of mining-related land displacement and community consultation requirements
  • Fluency in French and Malagasy is mandatory; English is a plus
  • Willingness to travel regularly to Mahajanga and rural areas
