Legal Counsel — Banking Regulation

The Central Bank of Kuwait (CBK) is seeking a Legal Counsel to join its Legal Department at the CBK headquarters on Abdullah Al-Salem Street, Kuwait City. You will support the central bank's supervisory mandate over all commercial banks, Islamic banks, and exchange companies operating in Kuwait, ensuring compliance with banking laws and international standards.

Key Responsibilities

• Draft and review regulatory circulars and instructions issued to licensed financial institutions
• Advise on enforcement actions for violations of the Central Bank of Kuwait Law and Anti-Money Laundering Law No. 106 of 2013
• Review licensing applications from financial institutions and payment service providers
• Represent CBK in administrative proceedings and coordinate with the Ministry of Justice
• Monitor compliance with Basel III capital adequacy and liquidity requirements

Requirements

• LLB from a recognised Kuwaiti or GCC university
• Licensed by the Kuwait Bar Association
• 3-6 years experience in banking regulation or financial services law
• Knowledge of Basel standards and FATF recommendations
• Kuwaiti nationality preferred; bilingual Arabic/English required
