MUFG Bank, Ltd., Japan's largest bank and a core entity of Mitsubishi UFJ Financial Group, is seeking a legal counsel to join its Legal & Compliance Division at its Marunouchi, Tokyo headquarters. MUFG is one of the world's leading financial institutions with operations spanning over 50 countries.

About the Role

As Legal Counsel for Banking Regulation, you will provide day-to-day legal advice on regulatory compliance matters under the Banking Act (銀行法), the Financial Instruments and Exchange Act (金融商品取引法 / FIEA), and guidelines issued by the Financial Services Agency (FSA / 金融庁) and the Bank of Japan (日本銀行). You will be the primary legal adviser for matters involving prudential regulation, capital adequacy, and licensing requirements.

Working from the Marunouchi head office, you will interface directly with the FSA, support regulatory examinations, and advise business units on the legal implications of new financial products and services. This role also involves monitoring regulatory developments from Basel Committee standards to domestic implementation.

Focus Areas

• Banking Act (銀行法) compliance and licensing advisory
• FSA (金融庁) regulatory examinations and reporting requirements
• Capital adequacy and prudential regulation under Basel III/IV standards
• Anti-money laundering (AML) and counter-terrorism financing (CTF) compliance
• New product approval processes and fintech regulatory sandbox

• Provide legal advice on banking regulatory compliance to business units
• Support FSA examinations and prepare regulatory submissions
• Review new financial products and services for regulatory compliance
• Monitor and analyse regulatory developments from the FSA and Basel Committee
• Draft internal compliance policies and procedures
• Coordinate with overseas legal teams on cross-border regulatory matters
• Advise on AML/CTF compliance under the Act on Prevention of Transfer of Criminal Proceeds

• Registered bengoshi (弁護士) with the JFBA, or equivalent legal qualification with deep regulatory experience
• 4-7 years of experience in banking regulation, financial compliance, or financial law
• Strong knowledge of the Banking Act (銀行法), FIEA (金融商品取引法), and FSA guidelines
• Experience interacting with the FSA (金融庁) or Bank of Japan (日本銀行)
• Understanding of Basel III/IV prudential requirements
• Business-level English proficiency for coordination with overseas branches
• Prior in-house or law firm experience in the financial services sector
