Job Description
The Council of Governors seeks a Legal Researcher to support its intergovernmental relations function. The role involves researching constitutional issues, devolution disputes, and county governance matters. CoG represents Kenya's 47 county governments in intergovernmental forums and before the courts.
Responsibilities
Research legal issues affecting county governments including revenue sharing, legislative competence, and intergovernmental disputes. Draft legal opinions and policy briefs for the CoG Chairperson. Monitor court decisions affecting devolution and analyze their impact. Support preparation of submissions to the Senate, CRA, and Intergovernmental Budget and Economic Council (IBEC).
Requirements
LLB from a recognized university. 1-3 years experience in constitutional law research, devolution, or public law. Strong understanding of the Constitution of Kenya 2010, especially Chapters 11 (Devolved Government) and 12 (Public Finance). Research methodology and report writing skills.
Compensation
KSh80,000 - KSh150,000/month
