Job Description

Procurement & Contract Advocate — Nepal Telecom

Nepal Telecom seeks a Procurement & Contract Advocate (अधिवक्ता) for its Legal Department at the Nepal Telecom Tower, Baise Dhara, Kathmandu. As a government-owned enterprise undertaking massive infrastructure investments in 4G/5G network expansion, fibre-optic deployment, and tower construction, Nepal Telecom requires specialist legal support for public procurement processes.

The Advocate will manage legal compliance with the Public Procurement Act 2063, review technology procurement contracts, and advise on vendor disputes. The role bridges procurement law, telecommunications regulation, and commercial contract management — a high-demand skill set in Nepal's expanding telecom infrastructure investment landscape. This position involves coordination with the Public Procurement Monitoring Office and the Nepal Telecommunications Authority (NTA).

Responsibilities

  • Review and advise on public procurement processes under the Public Procurement Act 2063
  • Draft and negotiate technology procurement contracts, EPC agreements, and service-level agreements
  • Manage vendor disputes and contract performance enforcement
  • Ensure compliance with Public Procurement Monitoring Office guidelines
  • Advise on infrastructure sharing agreements and tower construction contracts
  • Coordinate with technical and finance departments on procurement legal requirements

Requirements

  • Advocate licensed by the Nepal Bar Association (NBA) with 3–5 years' post-admission experience
  • Knowledge of the Public Procurement Act 2063 and Public Procurement Rules 2064
  • Experience with government procurement processes and tender documentation
  • Understanding of technology contracts, EPC agreements, and vendor management
  • Familiarity with the Telecommunications Act 2053 and NTA framework
  • LL.B. from a recognised institution; procurement law training advantageous
  • Nepali and English proficiency required
