Conseiller en Politique Juridique — Ministry of Justice of Madagascar
The Ministry of Justice of Madagascar is recruiting a Conseiller en Politique Juridique (Legal Policy Advisor) to support judicial reform and legal modernization initiatives. Based at the Ministry headquarters near the Palais de Justice in Antananarivo, this senior advisory role involves analyzing legislative proposals, drafting legal policy recommendations, and coordinating with international development partners on justice sector reform programs.
Madagascar's justice system is undergoing significant modernization, including digitization of court records, reform of the Code de Procédure Civile, and expansion of access to justice in rural regions. This role is at the heart of these transformative initiatives, working with magistrats, greffiers, and international experts to strengthen the rule of law across the country.
Responsibilities
- Analyze legislative proposals and draft legal policy recommendations for the Minister
- Coordinate judicial reform programs with international development partners
- Support the modernization and digitization of court administration systems
- Advise on constitutional and administrative law matters affecting the justice sector
- Prepare policy papers on access to justice, judicial independence, and rule of law
- Liaise with the Cour Suprême, Cour d'Appel, and ENMG on reform implementation
- Represent the Ministry in international legal cooperation forums
- Monitor and evaluate the impact of judicial reform initiatives
Requirements
- Master's degree or doctorate in law from the University of Antananarivo or equivalent
- Minimum 8 years of experience in legal practice, judicial administration, or legal policy
- Deep knowledge of Madagascar's legal system, constitution, and judicial structures
- Experience with legislative drafting and legal policy analysis
- Understanding of international development cooperation in the justice sector
- Fluency in French and Malagasy; English proficiency for international cooperation
- Experience working with government institutions or international organizations
- Knowledge of comparative legal systems, particularly francophone African jurisdictions
