Contracts Manager - Refinery Operations

OQ SAOC is recruiting a Contracts Manager for its Sohar Refinery operations in the Sohar Industrial Port Area, Al Batinah North Governorate. This role manages the legal and commercial aspects of refinery construction, maintenance, and procurement contracts.

Key Responsibilities

• Draft and negotiate EPC, LSTK, and maintenance contracts for the Sohar Refinery and petrochemical complex
• Manage procurement tenders in compliance with Oman Tender Board regulations and OQ procurement policies
• Advise on variation orders, delay claims, and liquidated damages under FIDIC and bespoke contracts
• Coordinate with the Sohar Port and Free Zone Authority on logistics and concession agreements
• Manage contractor disputes and claims, escalating to arbitration where necessary

Requirements

• LLB from a recognised university; specialisation in Construction, Procurement, or Commercial Law preferred
• 6-10 years PQE in contracts management, preferably in oil & gas or heavy industry
• Strong knowledge of FIDIC contracts, Oman Tender Board regulations, and procurement law
• Willingness to be based at the Sohar Industrial complex
• English essential; Arabic advantageous
