The Department of Small Business Services (SBS) helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building a fairer economy in neighborhoods across the five boroughs.
Division Description
The Division of Economic and Financial Opportunity (DEFO) is committed to encouraging a competitive and diverse New York City business environment by promoting the growth and success of small businesses, with special emphasis on historically underserved groups, and ensuring their meaningful participation in the government procurement process. DEFO assesses the eligibility of businesses for certification through the City's Minority and Women-owned Business Enterprise (M/WBE), Locally Based Business Enterprise (LBE), and Emerging Business Enterprise (EBE) Certification Programs, delivers services to help firms grow through government contracting, and oversees the compliance of citywide vendors with equal opportunity mandates and MWBE participation related requirements on Industrial and Commercial Abatement Program (ICAP) projects.
Unit Description

The Unit helps contractors implement fair employment policies and practices, and assists them in their efforts to increase the representation of minorities and women in their workforce.

Prior to the award of a City contract or ICAP benefit, a contractor must submit an Employment Report containing information on their employment policies and practices and workforce composition. DLS will analyze the report to determine if the contractor maintains nondiscriminatory hiring and employment practices.
