Job Description
The Estonian Competition Authority (Konkurentsiamet) is seeking a Junior Legal Officer for our Energy Regulation division, based in Tartu. Konkurentsiamet oversees the regulation of energy markets in Estonia, including electricity, natural gas, and district heating.
You will support the regulatory oversight of energy companies under the Elektrituruseadus (Electricity Market Act) and Maagaasiseadus (Natural Gas Act), including price approvals, network access disputes, and renewable energy regulation. This is an entry-level position ideal for candidates interested in the intersection of competition law and energy policy.
Responsibilities
Support the review of energy company price applications and tariff proposals. Assist with investigating complaints about network access and energy market practices. Draft regulatory decisions and recommendations on energy market matters. Research EU energy regulation developments (Clean Energy Package, REPowerEU). Prepare analysis for consultations on Estonian energy policy and green transition.
Requirements
Oigusteaduse magister from the University of Tartu or equivalent (recent graduates welcome). Academic background in energy law, competition law, or administrative law. Basic knowledge of the Elektrituruseadus (Electricity Market Act) or Maagaasiseadus (Natural Gas Act). Interest in energy regulation and climate policy. Fluent in Estonian and English.
