Juriste Protection des Données et Régulation — Orange Madagascar

Orange Madagascar is recruiting a Juriste specializing in data protection and telecommunications regulation to join its legal department at the Andraharo technology campus in Antananarivo. As Madagascar's leading telecom operator, Orange handles millions of customer data records and operates under strict regulatory oversight from ARTEC (Autorité de Régulation des Technologies de Communication).

This role involves ensuring Orange Madagascar's compliance with data protection laws, managing regulatory filings with ARTEC, and advising on the legal framework for digital services including mobile money (Orange Money), e-commerce platforms, and cloud services. You will work at the intersection of technology and law, helping shape the company's approach to data governance and digital regulation in Madagascar.

Responsibilities

  • Ensure compliance with data protection laws and regulations across all Orange Madagascar operations
  • Manage regulatory filings and license renewals with ARTEC
  • Advise on data governance policies, privacy notices, and consent mechanisms
  • Handle data protection impact assessments for new services and products
  • Advise on Orange Money regulatory compliance and mobile financial services
  • Manage data breach response procedures and regulatory notifications
  • Liaise with Orange Group data protection office on international standards
  • Draft and negotiate data processing agreements with vendors and partners

Requirements

  • Master's degree in IT law, data protection, or telecommunications law
  • 3-5 years of experience in data protection, privacy law, or telecom regulation
  • Knowledge of Madagascar's data protection framework and ARTEC regulations
  • Understanding of GDPR principles and international data protection standards
  • Experience with mobile money regulation and fintech compliance
  • Fluency in French; English required for Orange Group reporting
  • Strong understanding of technology and digital services
