Legal Counsel — Enforcement & Supervision

The Qatar Financial Centre Regulatory Authority (QFCRA) is seeking a Legal Counsel to join its Enforcement & Supervision Division at the QFC Tower in West Bay, Doha. You will provide legal advice on supervisory investigations, enforcement proceedings, and disciplinary actions against QFC-authorised firms and approved individuals.

Key Responsibilities

• Conduct legal analysis for enforcement investigations into potential breaches of QFC regulations
• Draft enforcement notices, warning letters, and referrals to the QFC Regulatory Tribunal
• Advise the QFCRA's Supervision Division on legal powers, supervisory tools, and thematic reviews
• Represent the QFCRA in proceedings before the QFC Regulatory Tribunal and Appeals Body
• Draft new regulations, amendments, and consultation papers for public comment
• Advise on international regulatory cooperation and information-sharing arrangements with foreign regulators

• Manage a portfolio of enforcement cases from investigation to resolution
• Advise the Director of Enforcement on case strategy and outcomes
• Draft policy papers on regulatory best practices
• Deliver training to QFC-authorised firms on regulatory expectations
• Contribute to the QFCRA's annual regulatory agenda and enforcement report

• 7+ years PQE in financial regulation, enforcement, or compliance
• Experience working at or closely with a financial regulator (e.g., FCA, DFSA, FSRA, SEC)
• Strong knowledge of financial services regulatory frameworks
• Qualified in a common law jurisdiction
• Excellent legal drafting and analytical skills in English
• Understanding of QFC regulatory framework highly desirable
