Job Description

Policy & Legal Drafting Officer

The QFCRA is hiring a Policy & Legal Drafting Officer to join its Legal Division at the QFC Tower in West Bay. You will support the development and drafting of QFC regulations, rules, and guidance notes that govern financial services activities within the Qatar Financial Centre. This role is ideal for a lawyer interested in regulatory policy development within an international financial centre.

Key Responsibilities

  • Draft new QFC regulations, rules, and guidance notes on financial services topics
  • Conduct legal research and comparative analysis of international regulatory standards
  • Prepare consultation papers and analyse responses from QFC-authorised firms and stakeholders
  • Advise on amendments to the QFC Law, QFCRA Rules, and related subsidiary legislation
  • Coordinate with the QFC Authority, QFC Civil and Commercial Court, and other QFC bodies on legislative matters
  • Monitor international regulatory developments from the FATF, IOSCO, IAIS, and Basel Committee

Responsibilities

  • Support the QFCRA's annual rulemaking agenda
  • Prepare regulatory impact assessments for proposed rule changes
  • Maintain the QFCRA's legislative register and regulatory handbook
  • Draft QFCRA board papers and decision memoranda on policy matters
  • Engage with industry bodies and peer regulators on policy initiatives

Requirements

  • 3-6 years PQE in financial regulation, policy, or legislative drafting
  • Experience with financial services regulatory frameworks (QFC, DIFC, ADGM, or equivalent)
  • Strong legal drafting skills in English
  • Qualified in a common law jurisdiction
  • Knowledge of international financial regulatory standards
  • Attention to detail and ability to work on complex multi-stakeholder projects
