Legal Counsel – Satellite & Telecommunications Regulation

SES S.A., the world's leading satellite communications company headquartered at Chateau de Betzdorf, is seeking a Legal Counsel to advise on satellite licensing, orbital slot management, ITU coordination, and telecommunications regulation.

SES operates a constellation of geostationary and medium Earth orbit satellites from its Luxembourg headquarters. You will advise on the regulatory framework governing satellite operations, spectrum management, and the emerging EU Space Programme under Luxembourg space law (Loi du 15 decembre 2020).

What You Will Do

• Advise on satellite licensing and orbital slot authorisations under Luxembourg space law
• Handle ITU frequency coordination and spectrum management legal matters
• Advise on EU telecommunications regulation including the European Electronic Communications Code
• Support negotiations with government and institutional customers on capacity agreements
• Advise on Luxembourg space law (Loi du 15 decembre 2020) compliance and space resource utilisation

• Advise on satellite licensing, spectrum, and orbital slot regulatory matters
• Handle ITU coordination and manage regulatory filings
• Advise on EU telecommunications regulatory compliance
• Negotiate and draft government and institutional capacity agreements
• Monitor regulatory developments in space law and telecommunications

• Master in Law from a recognised European university; LL.M. in Space Law, TMT, or Telecommunications Law preferred
• 3-7 years of experience in telecommunications, TMT, or space law
• Knowledge of ITU Radio Regulations, EU telecommunications frameworks, and Luxembourg space law
• Fluent in English and French
• Experience with government contract negotiations is an advantage
• Interest in space technology and satellite communications
