Job Description

Legislative Drafting Specialist — Iraqi Ministry of Justice, Baghdad

The Iraqi Ministry of Justice is seeking a Legislative Drafting Specialist to support the government's legislative reform program. This position involves drafting new legislation, reviewing proposed amendments, and ensuring consistency with the Iraqi Constitution of 2005 and international legal standards.

Key Responsibilities

  • Draft legislation and regulatory instruments for various government ministries
  • Review proposed laws for consistency with the Iraqi Constitution and existing legal framework
  • Conduct comparative legal research on legislative models from other civil law jurisdictions
  • Advise on constitutional interpretation and the division of powers between federal and regional governments
  • Support the Council of State (Majlis al-Dawla) with legal opinions on draft legislation
  • Coordinate with international partners (UNDP, USAID, EU) on legislative reform programs
  • Participate in parliamentary committee hearings as a technical legal adviser

  • LLB from an accredited Iraqi university; LLM in constitutional law, public law, or legislative studies preferred
  • 5+ years of experience in legislative drafting, constitutional law, or government legal practice
  • Deep knowledge of the Iraqi Constitution of 2005 and Iraqi legislative process
  • Experience with comparative legal research across civil law systems
  • Excellent Arabic legal writing skills; English proficiency required for international coordination
  • Understanding of federal-regional dynamics in Iraqi governance
  • Government or public sector legal experience strongly preferred
