Legislative Drafting Specialist — Union Attorney General's Office
The UAGO seeks a Senior Legislative Drafting Specialist to lead the preparation of bills, subsidiary legislation, and constitutional instruments for the Union Government. Based in Naypyidaw, you will work at the heart of Myanmar's legislative process, ensuring legal clarity and constitutional compliance of proposed laws.
This role requires deep understanding of Myanmar's constitutional framework, the legislative process through the Pyidaungsu Hluttaw (Amyotha Hluttaw and Pyithu Hluttaw), and principles of statutory interpretation applied by the Union Supreme Court. You will also advise on the compatibility of proposed legislation with Myanmar's international treaty obligations.
Responsibilities
- Lead the drafting of primary legislation and subsidiary instruments
- Review proposed bills for constitutional compliance
- Advise ministries on legislative policy and drafting instructions
- Coordinate the legislative review process through parliamentary committees
- Ensure consistency with existing Myanmar statutory framework
- Advise on international treaty implementation and domestication
Requirements
- LL.B. and LL.M. or equivalent postgraduate qualification
- Minimum 7 years of legal experience with focus on legislative drafting
- Expert knowledge of the 2008 Constitution and legislative procedures
- Experience in government legal service or law reform organizations
- Strong analytical and legal writing skills in Myanmar and English
- Understanding of international treaty obligations and harmonization
- Myanmar citizenship required
