Job Description

Senior Legal Counsel – Enforcement & Sanctions

The CSSF on Route d'Arlon is seeking a Senior Legal Counsel for its Enforcement and Sanctions division. You will handle administrative sanctions proceedings against supervised entities, prepare cases for the CSSF's Executive Board, and represent the CSSF before the Tribunal administratif and the Cour administrative in Luxembourg.

This role offers a unique opportunity to shape Luxembourg's financial regulatory enforcement landscape from within the supervisor's office.

What You Will Do

  • Investigate potential breaches of Luxembourg financial regulation by supervised entities
  • Prepare administrative sanctions proceedings and draft decision recommendations for the CSSF Executive Board
  • Represent the CSSF before the Tribunal administratif and Cour administrative on appeal proceedings
  • Advise on cross-border enforcement cooperation with other EU NCAs and ESMA
  • Draft enforcement policies and contribute to the CSSF's regulatory approach

Responsibilities

  • Lead enforcement investigations and sanctions proceedings
  • Draft enforcement decisions and represent the CSSF in court proceedings
  • Advise the CSSF Executive Board on enforcement strategy and policy
  • Coordinate with EU NCAs and ESMA on cross-border enforcement matters
  • Contribute to the development of the CSSF's enforcement framework

Requirements

  • Admission to the Barreau de Luxembourg or qualification in a recognised EU jurisdiction
  • Master in Law from a recognised European university
  • 7-12 years of experience in financial regulation, enforcement, or administrative litigation
  • Knowledge of Luxembourg administrative law and CSSF enforcement powers
  • Experience with contentious proceedings before Luxembourg administrative courts
  • Fluent in English and French; German or Luxembourgish is an advantage
