Senior Legal Counsel – Lending Operations

The European Investment Bank (EIB), the lending arm of the European Union headquartered at 98 Boulevard Konrad Adenauer in Kirchberg, Luxembourg, is seeking a Senior Legal Counsel for its Lending Operations legal team.

The EIB is the world's largest multilateral borrower and lender, financing projects across the EU and beyond. You will advise on sovereign and non-sovereign lending operations, guarantee instruments, and blended finance structures supporting EU policy objectives including climate action and the European Green Deal.

What You Will Do

• Advise on EIB loan agreements, guarantee instruments, and framework lending operations
• Draft and negotiate finance documents for EIB lending in EU Member States and partner countries
• Advise on blended finance structures combining EIB financing with EU budget guarantee instruments (InvestEU)
• Handle legal aspects of project finance, PPP, and structured finance transactions
• Provide legal support for EIB's climate action lending and sustainable finance initiatives

• Lead legal work on EIB lending operations and structured finance transactions
• Draft and negotiate loan and guarantee documentation
• Advise on blended finance and InvestEU-supported operations
• Coordinate with borrowers, co-lenders, and EU institutions on legal matters
• Supervise junior legal counsel and contribute to legal policy development

• Qualification as a lawyer in an EU Member State
• Master in Law from a recognised European university; LL.M. preferred
• 8-12 years of experience in banking, project finance, or international development finance
• Experience with multilateral or development finance institution lending documentation
• Fluent in English and French; knowledge of additional EU languages is an advantage
• Understanding of EU institutional law and EIB's mandate under the TFEU
