Senior Legal Counsel — Regulatory & Compliance — Dialog Axiata

Dialog Axiata PLC, Sri Lanka's largest mobile operator with over 17 million subscribers, seeks a Senior Legal Counsel for its Regulatory & Compliance division at Dialog HQ, Colombo 2. Dialog is a subsidiary of Malaysia's Axiata Group and operates mobile, fixed-line, broadband, and digital television services across the island.

The Senior Legal Counsel will lead regulatory engagement with the Telecommunications Regulatory Commission of Sri Lanka (TRCSL), manage spectrum licensing, ensure compliance with the Sri Lanka Telecommunications Act, and advise on emerging regulatory frameworks for digital payments (eZ Cash), data protection, and cybersecurity. This is a senior strategic role at the intersection of law and technology.

• Lead all regulatory engagement with the TRCSL and government telecommunications authorities
• Manage spectrum licensing applications, renewals, and compliance
• Advise on compliance with the Telecommunications Act, TRCSL directives, and emerging digital regulation
• Handle regulatory submissions for new services including digital payments and OTT platforms
• Coordinate with Axiata Group on cross-border regulatory alignment
• Represent Dialog in industry forums, GSMA initiatives, and regulatory consultations

• Attorney-at-Law admitted by BASL with 7+ years' post-admission experience
• Deep knowledge of the Sri Lanka Telecommunications Act and TRCSL regulatory framework
• Experience with spectrum licensing, interconnection regulation, and tower infrastructure
• Understanding of data protection, consumer protection, and digital payment regulation
• Experience engaging with government regulators and parliamentary committees
• LL.B. with postgraduate qualification in IT law or telecommunications regulation
• Experience in a multinational or listed company environment preferred
