To become a lawyer in Myanmar, you must be a Myanmar citizen and hold an LLB from a recognized university. You first qualify and register as a higher-grade pleader under the Legal Practitioners Act, gaining rights to appear in the subordinate (lower) courts. After about three years' experience you may apply to become an advocate, which involves passing the advocate examination conducted under the Bar Council Act. Advocates have full rights of audience before all courts, including the High Courts and the Union Supreme Court; the Bar Council and the courts regulate admission and conduct, and approval can take time.

The Bar Council (which regulates advocates under the Bar Council Act) together with the courts; higher-grade pleaders are admitted under the Legal Practitioners Act, and the Supreme Court of the Union retains authority over admissions, with the Court Manual setting out qualification and admission detail for both classes.
