Investigation Officer (Legal) — Competition Commission Mauritius
The Competition Commission of Mauritius (CCM) seeks an Investigation Officer with a legal background for its Investigations Division in Port Louis. The CCM enforces the Competition Act 2007 — investigating anti-competitive agreements, abuse of dominant position, and reviewing mergers — in an economy where market concentration in banking, telecommunications, sugar, and retail creates significant competition enforcement work.
The Investigation Officer will conduct market investigations, prepare case theories, interview witnesses, gather evidence, and draft investigation reports for the Commissioners. The role bridges legal analysis with economic reasoning — applying competition law principles derived from EU, UK, and South African precedents to the Mauritian market context. The CCM's Port Louis office provides direct coordination with the Attorney General's Office and the Supreme Court on enforcement matters.
Responsibilities
- Conduct investigations into anti-competitive agreements and abuse of dominant position under the Competition Act 2007
- Review merger notifications and prepare clearance recommendations for the Commissioners
- Interview witnesses, gather documentary evidence, and prepare investigation reports
- Draft infringement decisions and enforcement orders for Commissioner approval
- Represent the CCM in proceedings before the Competition Tribunal and the Supreme Court
- Conduct market studies in key sectors including banking, telecom, and FMCG
Requirements
- Barrister or Attorney admitted by the Mauritius Bar Council with 3–6 years' post-admission experience
- Knowledge of the Competition Act 2007 and competition law principles
- Understanding of merger control, cartel detection, and abuse of dominance analysis
- Analytical skills combining legal reasoning with economic concepts
- Investigation or litigation experience preferred
- LL.B. from a recognised institution; competition law or economics background advantageous
- English fluency required; French proficiency welcome
