Legal Counsel — Financial Regulation

The Central Bank of Bahrain (CBB) is seeking a Legal Counsel to join its Legal Affairs Directorate in the Diplomatic Area, Manama. You will provide legal advice on financial regulation, licensing of banks and insurance companies, and enforcement actions under the CBB Law and related financial services legislation.

Key Responsibilities

• Draft and review CBB regulations, directives, and circulars for the banking and insurance sectors
• Advise on licensing applications for conventional and Islamic financial institutions
• Conduct legal analysis of enforcement actions including fines, licence revocations, and administrative sanctions
• Represent the CBB in judicial proceedings before the Bahrain courts
• Advise on Bahrain's compliance with FATF anti-money laundering standards

• Provide legal opinions to CBB senior management and the Board of Directors
• Coordinate with the Ministry of Finance and the National Economy on legislative reforms
• Review MOUs and cooperation agreements with foreign regulators
• Train CBB staff on regulatory legal developments

• LLB from a recognised university; LLM in Financial Regulation or Banking Law preferred
• Licensed by the Bahrain Bar Society
• 6-10 years post-qualification experience in financial regulation or banking law
• Bilingual in Arabic and English (Arabic drafting essential)
• Knowledge of the CBB Law (Decree No. 64 of 2006) and CBB Rulebook
