Legal Officer — Payments & Fintech

The Qatar Central Bank is recruiting a Legal Officer to support its Fintech and Digital Payments regulatory initiative. Based at the QCB Tower in West Bay, you will advise on the legal and regulatory framework for payment services, digital banking, and fintech innovation in Qatar. This is a unique role at the forefront of Qatar's financial sector digital transformation.

Key Responsibilities

• Advise on the legal framework for payment services and e-money under QCB regulations
• Draft regulatory guidance for fintech companies seeking QCB authorisation or sandbox participation
• Conduct legal analysis of emerging technologies including digital currencies, blockchain, and open banking
• Advise on consumer protection requirements for digital payment services
• Support the development of Qatar's National Payments Strategy
• Coordinate with the QFCRA and QFMA on cross-regulatory fintech matters

• Draft regulatory proposals and consultation papers on payments and fintech
• Analyse fintech licence applications and sandbox proposals
• Prepare legal memoranda on emerging technology legal issues
• Liaise with international regulatory bodies on fintech policy
• Support the QCB's Digital Transformation Office on legal matters

• 3-5 years PQE in fintech, payments law, or financial regulation
• Knowledge of payment services regulation and e-money frameworks
• Familiarity with digital banking, open banking, and cryptocurrency regulation
• Qualified in a common law or civil law jurisdiction
• Bilingual in Arabic and English preferred
• Interest in financial technology and innovation policy
